ISSA Conference 2026 Theme and Strands

Advancing Integrated Early Childhood System for Every Child's Wellbeing

Despite strong evidence about the importance of early investment, early childhood services often remain underfunded and disconnected. Health, education, social protection, and family support frequently operate separately, which means many children and families do not receive coordinated or consistent support. In some high-income countries, strict eligibility criteria have also created unequal access to services, reinforcing disparities instead of reducing them.

Creating stronger early childhood systems requires better coordination and integration—aligning funding, governance, professional skills, and service delivery around children’s development and family wellbeing. This calls for a whole-ecosystem approach where actors across all sectors and levels work toward shared goals.

ISSA Conference 2026 takes this challenge head-on. We will explore where integration is working, where it falls short, and why—while inviting participants to co-create practical, actionable solutions rooted in real-world experience. These discussions will unfold through three thematic strands, each addressing a key dimension of building integrated early childhood systems.

Pre-Conference Session: Conto Contigo - Building Integrated Early Childhood Systems through Family Literacy and Community Partnerships

How can family literacy help connect families, early childhood settings, and communities? This interactive workshop introduces Conto Contigo, a Family Literacy Programme developed by the Aga Khan Foundation Portugal to strengthen emergent literacy, parental engagement, and equitable learning opportunities for young children through collaboration among families, schools, libraries, municipalities, community organisations, and family support services.

Through hands-on activities, practical examples, and reflection, participants will explore how family literacy can strengthen relationships across the different environments in a child’s life, support family wellbeing, and contribute to more integrated and responsive early childhood systems. The session will also invite participants to consider how these approaches and partnerships could be adapted within their own communities and contexts.

Pre-Conference Session: Architecture that Connects, Educate and Create Community: From local innovation to system change in the design of Early Childhood Education spaces

How can architecture help build more integrated early childhood systems? This pre-conference workshop explores the design of the new Escola Mendes Gonçalves in Golegã, Portugal, developed through collaboration with educators, families, community members and local stakeholders. The Fundação Mendes Gonçalves, whose work is structured around its three flagship programmes - Educar (Education), Nutrir (Nourish) and Regenerar (Regenerate) - will present how the school embodies this integrated vision, bringing together education, healthy living, community wellbeing and environmental regeneration in a single place. Together with Takaharu and Yui Tezuka, leads at Tezuka Architects - whom will give a lecture titled "Architecture of Life: From Competition to Sharing" - and the project team, the Foundation will share how the school’s design supports children’s play, autonomy, wellbeing and connection with nature, while strengthening relationships across services and the community. Participants will examine how pedagogical values can be translated into physical spaces and how intentional design can support inclusion and cross-sector collaboration. The session invites participants to consider architecture not simply as infrastructure, but as a relational tool for connection, learning and wider system change.

Pre-Conference Session: Parent Brain - A TED WORKSHOP hosted by the Van Leer Foundation, Netherlands

What if we looked at the first five years of parenthood the same way we view early childhood — as a period when our brains and bodies team up to help us learn and adapt with exceptional speed? What if this mind-bending metamorphosis was the key to making creative breakthroughs in our personal and professional lives?

This session is a fun interactive workshop that will leave participants with a variety of fun and sticky facts about mom brain and dad bod that debunk common myths and that they will enjoy sharing with their friends and family. If they are parents themselves, it may also help them find words for feelings and sensations that they could never explain. And if they are thinking about becoming parents, they will find themselves wanting to do a deep dive into the emerging science.

Pre-Conference Session: Advancing Quality Early Childhood Education in Portugal: from recommendations to implementation

How can countries move from recommendations on quality to real implementation across early childhood systems? This pre-conference session brings together international and national stakeholders to reflect on the Early Childhood Development (ECD) Quality Framework and the Portuguese experience in its development and implementation. It opens with a keynote by Corina Hatzinikolaou (UNICEF), joining online, on the Portuguese ECD Quality Framework experience and lessons from European systems already in the implementation stage. This is followed by a conversation between the Ministries of Education and Social Security, focusing on implementation challenges, opportunities and next steps for Portugal. Moderated by UNICEF Portugal, which has been closely coordinating this work nationally, the session closes with a Q&A drawing on questions submitted via Mentimeter throughout. Combining evidence, international experience and policy dialogue, it invites participants to see early childhood development systems through the lens of quality and equity, to learn from countries further ahead in implementing ECD Quality Frameworks, and to explore the practical challenges of cross-sector coordination and governance — strengthening the alignment between policy, practice and research that improves outcomes for young children.

Keynote: Beyond Coordination: Integrated Early Childhood Systems for Rights, Equity and Holistic Well-Being


Integrated early childhood development is often framed as coordination: stacking and sequencing policies, improving referrals, sharing data, and co-locating services. This keynote argues that integration must instead be organised around a shared purpose: reducing the intergenerational transmission of inequality and enabling every child to achieve holistic well-being.

Grounded in non-discrimination and the indivisibility of children’s rights, it examines why fragmented systems reproduce unequal outcomes and why integrated systems can still fail without reform within individual sectors. Families differ in financial resources, agency, information, and time, while policies tied to employment, income, location, or status can embed disadvantage from birth. Integration must therefore improve complementarity between services and coverage and equity across services.

The keynote proposes a reform pathway that follows child development from the prenatal period throughout early childhood, rather than working backwards from school-age interventions. It considers financing, workforce development, data governance, legislation, infrastructure, and evaluation capable of capturing population-level and cross-sectoral outcomes.

The conclusion is that a complete, integrated early childhood policy portfolio should be treated as essential public infrastructure: preventive, universal, professionally managed, publicly accountable, and designed to give every child a fairer start while strengthening social cohesion and supporting more equal societies for families, communities, public services, and future generations.

Plenary: Making Early Years a Priority: How Champions Turn Advocacy into Action

What does it take to move early childhood to genuine political priority?

Bringing together political leaders, young people, civil society and private-sector champions, this plenary will explore how advocates and champions are building political will, mobilising broader support and translating commitment into action.

Set within the journey of the Act for Early Years campaign and the road to the first-ever Global Early Years Finance Summit, the session will feature reflections on national and local progress, insights from Youth Ambassadors who have engaged thousands of young people worldwide, and a cross-sector panel spanning government, disability and inclusion, city leadership and business. Through practical examples and diverse perspectives, the conversation will highlight the growing movement for the early years, and the role each of us can play in building the support needed to place young children and families higher on political agendas.

Plenary: Who Else Can Advance Early Childhood? Expanding partnerships for scale and impact

The case for investing in early childhood is stronger than ever. Yet evidence alone does not change systems or social norms. If we want supporting the very beginning of life to become a universal societal mission, we need to connect with the people who influence culture, design our environments, build technology, shape behaviour and spark the public imagination.

Bringing together voices from visionary leaders and unexpected allies, the discussion will explore how partnerships outside the usual Early Childhood Development circles can translate, amplify and apply early childhood knowledge in ways that reach and broader society.

The panel will invite participants to think differently about influence: not only who works directly with young children, but who shapes the environments, narratives, platforms, behaviours and social norms around them.

Then the next step is designing new ways to work together.

Plenary: What We Built Together During the Conference: Collective Insights for Integrated Early Childhood Systems

Drawing on insights generated during all conference workshops, this plenary will bring together the key learnings emerging from the three strands of integrated systems: structures and governance, financing and resourcing, and the relationships that nurture and sustain integration. It will highlight what participants identified as working well, what needs to be enabled, and what should be avoided in designing and implementing integrated approaches.

The session will move from these co-constructed and consolidated findings to a broader system-level reflection: how should these lessons be framed and communicated about to support meaningful impact? What should they tell us about future system design, implementation and priorities? The discussion will explore where there is common ground, where context matters, and how learning across diverse settings can inform stronger, more responsive and sustainable integrated early childhood systems. The plenary will also look ahead, identifying priorities and questions that should continue to be explored beyond the conference. The collective work initiated through the workshops will therefore serve not as an endpoint, but as a foundation for continued learning, exchange and action on how integrated systems can be designed and strengthened across different contexts.

Plenary: Turning Collective Learning into Action

The conference aims to show that integrated early childhood systems are not built through isolated initiatives or single-sector reforms. They require shared language, enabling policy conditions, sustained investment and leadership across levels of government and society. The task after Lisbon is to carry these lessons into the decisions, partnerships and systems that shape children’s everyday lives.

This closing session will bring together the main insights that emerged across the conference and explore how they can inform policy, decision making and future action. Building on the consolidation session, which will synthesize learning from workshops and discussions across the three conference strands, the panel will focus on what the conference has helped and informs future analysis and action: what works, what should be avoided, and what needs to be enabled for more integrated early childhood systems to advance.

Panelists will be invited to respond to what they heard during the conference and reflect on how these insights connect to the realities of policymaking, implementation and system leadership in their different contexts. The session will help translate collective learning into clearer messages, practical implications and opportunities for action beyond the conference.
